Bike leasing in JC 329.01: information for employers and employees

Do you work at a cultural centre, a youth organisation, an environmental or nature association, or another socio-cultural organisation in Flanders? Then you probably fall under Joint Committee 329.01. And good news: employees in this JC can use all or part of their end-of-year bonus for a lease bicycle. That’s a great benefit for employees. You’ll find all the information on this page.

In a nutshell

  • JC 329.01 is the joint subcommittee for the socio-cultural sector of the Flemish Community.
  • Employees can exchange all or part of their end-of-year bonus for a lease bicycle. The maximum amount is €12,688.15 over a 3-year lease period.
  • Organisations that are members of Sociare can easily get started with bicycle leasing by joining the framework agreement between o2o and SCWITCH.

How does bicycle leasing work within JC 329.01?

‍

As an employee, you use all or part of your gross end-of-year bonus  to finance a lease bike. If an employer does not want to make the end-of-year bonus flexible, they simply pay out the end-of-year bonus.

‍

There are two important conditions the organisation must meet.

  1. The Flemish government provides funding for the organisation’s general operations based on specific decrees and decisions.
  2. The organisation draws up a collective labour agreement that includes bicycle leasing as part of the employment conditions.

‍

What are the benefits of bicycle leasing for employers?
‍

Your employees matter. They work hard, care about your organisation and deserve to be rewarded for that. Bike leasing is a great salary benefit for employees. In concrete terms, bicycle leasing offers you the following benefits.
‍

  • A stronger employer brand

In the socio-cultural sector in Flanders, there are few fringe benefits. Offering bike leasing is an attractive benefit for current and potential employees.

  • Happier employees

Employees who cycle to work experience less commuting stress and arrive feeling refreshed.

  • A contribution to your sustainability goals

Simple: more bikes = fewer cars.

  • Budget-neutral for the organisation

The employees finance the bicycle through their end-of-year bonus. As an employer, you don’t have to contribute anything extra.

Feel better
  • Cycling every day is more than healthy: it helps you to relax, reduces stress and gives you energy before and after your working day.
  • You’ll never be stuck in traffic again.
Good for the planet

FAQs: frequently asked questions about the framework agreement with SCWITCH

How much is the bicycle allowance in JC 329.01?

The bicycle allowance in JC 329.01 is €0.37 per kilometre (in 2026).

The bicycle allowance is tax-exempt up to an annual amount of €3,690. If an employee cycles more and the bicycle allowance therefore exceeds €3,690, then the additional bicycle allowance is not tax-exempt.

You can find more information on the Sociare website.

I don’t offer my employees an end-of-year bonus. Can I still join the framework agreement?

No. Employees can only lease a bike by using all or part of their end-of-year bonus flexibly. The framework agreement is based on the collective labour agreement for joint committee 329.01, which includes this arrangement.

What do I need to sort out if an employee leaves the company during the lease period?

As an employer, you start the early termination procedure in the Fleet & HR tTool. You can do this easily in just a few clicks. After that, o2o Bicycle Leasing takes over the process with the employee. The employee then chooses between returning the bike, buying it at the residual value, or transferring the contract to a new employer.

Does using all or part of the end-of-year bonus flexibly affect the VIA allowance?

No. Using all or part of the end-of-year bonus to lease a bicycle has no impact on the VIA allowance.

Does the cent index affect the lease budget?

No, the cent index does not affect the lease budget. That’s because the cent index has no impact on the end-of-year bonus, which employees use to finance their lease bike.

Can employees lease for a longer or shorter period than 3 years?

No, the lease term is fixed at 3 years.

Can every employee lease a bike?

Only employees who regularly use a bicycle to commute to work can lease a bike. Employees who always work from home therefore cannot lease a bicycle.

If an employee regularly cycles to work, but only for part of the commute, that’s no problem: they can still lease a bike.

How is the salary exchange calculated over the duration of the contract?

The salary exchange runs in line with the employee’s lease contract. Only the months during which the contract is actually active are included.

For example: if an employee starts on 1 July, the calculation looks like this:

  • 6 month settlement in the first year
  • 12 month settlement in the full second and third year
  • 6 month settlement in the final year
