Bicycle leasing by joint committee: overview and FAQs (2026)

Why is bicycle leasing permitted under some JCs, but not others?

First thing to know: bicycle leasingis a form of flexible remuneration,where employees sacrifice part of their salary for a lease bicycle. However,that isn’t an option in every sector. Two things need to be in order:

1. Pay flexibility must be permitted within the sector

Employers may only offer bicycle leasing if the sectoral collective labour agreement permits it. Without that, any such salary sacrifice is considered a unilateral pay reduction, which is not lawful.

2. The end-of-year bonus must be flexible

In certain sectors, employees are paid according to sector-specific pay scales. They cannot sacrifice part of their gross monthly salary for a lease bicycle, as this would mean their pay would fall below their sectoral minimum. And that is also not lawful.

In these sectors, however, bicycle leasing is rendered possible by making the end-of-year bonus eligible for flexiblere muneration, thereby avoiding any dips in monthly pay. However, this also requires a separate collective labour agreement, in addition to the general authorisation for flexible remuneration.

Under which joint committees is bicycle leasing permitted? (2026)

Please note:

  1. For these joint committees or sectors, bicycle leasing is possible via salary sacrifice. For each joint committee, it is specified whether bicycle leasing is also possible via use of the end-of-year bonus as flexible remuneration.
  2. Is there a given percentage? This means that employees are only permitted to sacrifice a limited percentage of their end-of-year bonus – as set out in each relevant sectoral collective labour agreement.

Bicycle leasing for public sector institutions

 Some publicsector institutions also offer bicycle leasing. These currently include:

  • education;
  • defence;
  • Flemish government;
  • Federal government;
  • Walloon government;
  • Flemish local authorities;
  • Walloon local authorities;
  • emergency-response zones;
  • police.

There is an important condition for public sector institutions:there must be a legal basis that grants employees in a specific sector accessto bicycle leasing through flexible remuneration.

 If there is a legal basis for this, public sector institutions havetwo options: they can start bicycle leasing through a Central Purchasing Body,or they can launch a procurement procedure (tender).

Is the bicycle allowance the same for all joint committees?

No, each joint committee is free to determine their own bicycle allowance, as well as the rules governing it, e.g.how many days a week should employees cycle to work, what is the maximum distance, what other modes of transport can cycling be combined with, etc.

What are the differences between public and private sectors?

Public sector institutions can set up bicycle leasing schemes via a tender process or through a Central Purchasing Body. Find out more about bicycle leasing in the public sector

What is the cost of bicycle leasing for employers?

For employers, bicycle leasing is budget-neutral. Employees pay part of their lease cost themselves via grosssalary sacrifice or redeeming bonuses, end-of-year bonuses or holiday days. Is bicycle leasing also available for statutory employees?

Why can’t I lease a bicycle through my employer?

There could be two reasons for this. Either your employer has decided not to offer bicycle leasing (for now), or it is not yet legally possible within your sector to make flexible arrangements to pay for a lease bicycle.

Your employer does not offer bicycle leasing (for now)
If you want to be able to lease a bicycle, be sure to let your employer know. At o2o Bicycle Leasing, we often find that companies or organisations introduce bicycle leasing at the request of their employees.
It is not yet legally permitted in your sector
In some sectors, there is not yet a sectoral collective labour agreement in place that allows for flexible arrangements to pay for a lease bicycle. That is essential in order to offer bicycle leasing.  

How do I know which joint committee I work under?

This is usually stated on your payslip, employment contract or in your HR system. If you can’t find it there, contact your HR manager or your social secretariat.  

A social secretariat is an external organisation that assists companies with payroll administration and human resources management. They process your pay and therefore know which joint committee applies to you.

Not sure which social secretariat your employer uses? Take a look at your payslip. The name of the secretariat is often listed there. If it is not listed, your HR manager will be the best person to ask.

Will bicycle leasing ever be available under my joint committee?

That is possible – sectoral agreements canchange. Keep an eye on this list to see when new JCs have been added.
